Also were preserved provisions from the normative act project, released by the Ministry of Economy, which proposed temporary reprieve, from 1 July 2013, for the grant of a number of green certificates for each 1 MWh of new hydro power plants with installed power less or equal to 10 MW (a green certificate), of wind power (a green certificate) and solar power plants (two green certificates).
The ordinance also provides to limit the accreditation of electrical plants/groups to implement green certificate promotion system to the total annual installed capacity of power plants producing electricity from renewable sources, which is set in the National Plan of Action in the Renewable Energy Field (PNAER).
Under the law, the investments will be monitored quarterly by ANRE, which will allow for immediate adjustment mechanism of overcompensation. The trading of green certificates will be made directly between producers and suppliers in a transparent manner. ANRE will have to regulate through annual quota the quantity of electricity from renewable sources, which will be processed in the National Power System.
Prime Minister Victor Ponta said Tuesday, before the Government meeting, that the normative act about establishing the system for promoting and supporting the production of energy from renewable sources will be adopted, saying that if we don’t take measures for a system to ensure industrial sustainability, our country risks to become "a museum of mankind", informs Agerpres.
In this regard, the Prime Minister said that in seven years the price of electricity in the U.S. fell by 4%, while in Europe increased by 38% and gas prices in the industry fell by 66% in the U.S. and increased by 35% in Europe. "You don’t have to be an energy specialist to understand that when some prices fall by 60% and others grow by 35%, probably in Romania and in Europe, if we don’t take action all the factories will close. And we will turn out to be just a museum, possibly of humankind, which I think it’s not good nor for Romania or Europe", said Ponta.
He added that in Romania there are large production units which, in the absence of adopting this regulation, they risk to face increasing losses and close their gates. The Prime Minister also stated that through this scheme addressed to the population he wants to find a middle way allowing gains for those who invest in renewable energy and also the industry development. The Prime Minister said on May 23 that subsidies for renewable energy will not be diminished, but rescheduled.
