Romanian clean energy costing half a billion euros in 2013

" We estimate that delaying trading certificates decreased total bill consumers approximately 100 million for the ordinance was applied to half of last year and that energy demand decreased by about 6-7 %. Also last year, have entered in the market around 700 MW from wind farms and still about 700 MW from photovoltaic parks. In early 2013, our estimates indicate a total bill of about 600-650 million euros for renewable energy production, while maintaining the old system that support and given that we had a decrease in consumption, " said a supplier bursa.ro.

Clean energy producers received last year about 12.5 million green certificates, as Transelectrica sais. Of these, there were 10 million MWh traded at an average price of 42 euro per unit, according to data presented at a conference of Otilia Marin, Director General of the ANRE ( energy market regulator ). The cost of green energy was about nine euros per MWh in 2013. Earlier this year, there were about 2.4 million available for trading green certificates waiting to be purchased from suppliers who have met the mandatory quota for 2013.

In 2013, the government reduced support for renewable energy producers and energy market has witnessed a scandal between authorities, industrial consumers and investors. Each of the parties have come up with their own version of the adjustment of the scheme, but there was no solution for the optimal subsidy to support renewable industry and satisfactory for producers.

Late last year, President Traian Basescu returned to Parliament the law approving the ordinance establishing the postponement of trading certificates claiming that the authorities had not notified the modification of the support of the European Union. Department of Energy led by Constantin Nita announced that Basescu was not well informed as to pre – notification sent to the Commission. No more missed USL and political leaders accused the president that does not want cheaper energy bills.

Chief adviser of President Basescu on energy issues, said: "The president has passed a law to the government who must first notify the changes of support scheme. Otherwise, our country risks a infrigement. Notification of pre – notification is the next step. Basically, we have provided for the Government to make this notification supplemented. European law forces you to notify the Commission of any change of such support and to get permission before you apply. "

Sources of Competition Council said, that the Department of Energy expect, in fact, the law approving the ordinance as to notify the European Commission. This law contains additional provisions of the order, which brings new changes in the structure of the support, according to our sources, which claim that the Department of Energy should be advised to send to the Commission the law and order.

Part of PSD senators propose that renewables law to be amended so that the maximum amount of green certificates to be reduced from 55 euros to 30 euros per unit, said Ionel David, executive director of the Association for Wind Energy ( RWEA ). Currently, the law provides that a green certificate trading at values between 27 and 55 euros per unit. He expressed hope that lawmakers have the wisdom not to approve legislative changes support scheme until the obtaining of the consent of the European Union, as the Accession Treaty obliges.

According to RWEA calculations, renewable energy producers receive about 78.2 euros / MWh, complete with green certificates related. Ionel David argues, however, that producers are still geting only 43 euros / MWh in proceeds because of the imbalances costs with the decreased binding rate that are expected for 2014 and the 1.5% fee on special constructions. However, Ionel David says that this situation has ruined business plans negotiated with financing banks and are not excluded some bankruptcies.
