Romania has notified the European Commission to amend the legislation on green energy, although the Emergency Ordinance amending the support scheme for renewable energy is applied from July 1.
Minister for Energy, Constantin Nita said that informal notice was sent to the Competition Council. However, the enactment was not been notified to the European Commission.
“We sent informal notification on July 17 by the Competition Council, but to see if notified of all law, or just the targeting large consumers. Notification requires a huge workload, there is a paper that is not made in a day, “Nita said Thursday in a conference on energy, said on Tuesday.
Moreover, the Government has not notified the European Commission in connection with the change of renewable energy, although the minister delegate said in May that “big” Commission agreed with this change.
“So far not received any such notification,” the EC document, dated June 24.
The Commission representatives say, Nita announcement in May is incorrect because it is missing the notification.
“The European Commission said that the law was being debated, we have consulted with them, most agreed with our proposals,” said Nita on 23 May.
On the other hand, the Commission asked the Government to provide information “enhanced” on legislation that provides state aid for renewable energy, but the data being communicated.
In early June, the government decided to postpone the granting of a certificate of two allocated to the production of wind energy by 2017. Decision disgruntled investors such electricity production units, some photons they even questioned the insolvency.
Why are important the green certificates? Energy from renewable sources is supported by the state through the green certificate scheme. Each producer receives for free from Transelectrica a certain number of green certificates for the energy we produce and deliver network.
Then, manufacturers sell these green certificates to suppliers, who are required by law to buy, in order that a certain proportion of final energy consumption to be provided by renewable sources. Suppliers shall recover the costs of purchasing green certificates by including these costs in rates.
