\n\t         "The mechanism for review the number of certificates resulting from overcompensation analysis is based on annual recalculation during the application of the support scheme, the number of green certificates \/ MWh so that the internal rate of return (IRR) for each technology, new entrants, in the aggregate level, be equal to the IRR setpoint resulted from the cost-benefit analysis set out in the authorization of the promotion system. If it shows a tendency to increase the internal rate of return of more than 10% from baseline the Government should reduce the number of green certificates for that technology , "said ANRE in a statement.<\/span>\n<\/p>\n

\n\t          According to ANRE, the cost-benefit analysis with update performed at the aggregate level for each category of renewable energy technologies, with consideration of the indicators resulted from the cost mediation and projected capacities to be commissioned revealed that not to reach overcompensation, the number of green certificates should be awarded as follows:<\/span>\n<\/p>\n

\n\t • For wind energy produced in new installations, the number of green certificates decreases from 2 to 1.5 CV for each MWh<\/span>\n<\/p>\n

\n\t • For wind energy produced in reused installations, the number decreases from 2 to 1.3 CV \/ MWh<\/span>\n<\/p>\n

\n\t • For energy produced in hydropowers with capacity less than 10 MW, the number of green certificates decreases from 3 to 2.3 \/ MWh<\/span>\n<\/p>\n

\n\t • For solar energy, the number of green certificates decreased from 6 to 3\/MWh.<\/span>\n<\/p>\n

\n\t         The report on the analysis of overcompensation of the green certificate system to promote energy from renewable sources in 2012, will be published on the ANRE website on March 29.<\/span>\n<\/p>\n

\n\t         Reducing the number of green certificates, as shown in the findings of the Monitoring Report, will be applied based on Government Decision, in accordance with the law.<\/span>\n<\/p>\n

\n\t         Certificate number decreases, but on the other hand, increases their value after an annual indexing is made. Recall that ANRE published in the Official Gazette an order on indexing value of green certificates that renewable energy producers benefit. Thus, the minimum value of a green certificate increased from 28.1 euros to 28.8 euros and the maximum rose from 57.3 euros to 58.8 euros. This annual adjustment is based on 220\/2008 law.<\/span>\n<\/p>\n

\n\t         Law 220 initial provides a minimum transaction value of 27 euro \/ certificate and a maximum transaction value of 55 euro \/ certificate. But the same law allows annual price adjustment in relation to the average inflation rate in the EU-27 calculated by EUROSTAT. For 2012, the minimum value per certificate increased at 28.1 euros and the maximum at 57.3 euros. For 2013, it was established a minimum value of 28.8 euros and a maximum value of 58.8 euros. It should be noted, in Romania certificates are traded at maximum value. Last year, the average price of green certificates trading was very close to the maximum.<\/span>\n<\/p>\n

\n\t         Earlier this year the impact on a bill was 10%. Recalling this, the minister for energy said is necessary to reduce the support scheme for renewables. "There must be a change in the scheme equitable for everyone. <\/span>\n<\/p>\n

\n\t         Thus will not alter the minimum price of green certificates, but we can not sustain the maximum charge of 55 euros per certificate because this year we will reach a total of about 500 million euro value of these certificates, which will be found in bills of all consumers. We are not such a rich country to sustain this kind of subsidies. With all due respect to investments in this type of clean energy, but these investors need to understand that, as what has happened and will happen in many European countries, our scheme should also be adjusted in a fair way", said Nita in an interview for Bursa newspaper.<\/span>\n<\/p>\n

\n\t         We specify that producers in Romania benefit from the most generous support of the EU scheme. Nita spoke about the reducing of the support scheme ever since he took the present position. The reason would be the impact too big on energy bills. Only in January, the influence was about 10%.<\/span>\n<\/p>\n

\n\t         Legislation is supporting renewable energy projects through the green certificate system, which allows investors the return of investment. Green certificates are issued for electricity generated from renewable sources and delivered to consumers.<\/span>\n<\/p>\n

\n\t         Basically, renewable energy producers receive support in the form of green certificates (GC) depending on the technology used. However, incentives for investment in green energy will be borne by all electricity consumers. Suppliers are obliged by law to buy these green certificates which further can be found on the final consumer price. Trading green certificates is independent of trading electricity, which is achieved through market mechanisms in the electricity market. Through this support scheme the final consumers support, through increased electricity prices, additional production costs of producers of electricity from renewable energy sources.<\/span>\n<\/p>\n

\n\t         Under this support scheme, renewables sector began to grow stronger. Currently, reached an installed capacity of about 2,000 MW in wind, about 50 MW in photovoltaic units and about as much in biomass plants.<\/span>\n<\/p>\n
